In the rain-soaked, crime-ridden city of Rain City, former police officer John Hawkins ('Hawk') returns after serving eight years for murder. He finds solace and a place to stay with Wanda, his former lover who owns Wanda's Café. Hawk aims to restart his life but finds himself drawn into trouble once again when he crosses paths with Georgia, her penniless husband Coop, and their infant son Spike. The young couple has arrived in Rain City seeking prosperity but soon becomes entangled with local criminals, including Solo and the ruthless Hilly Blue. As Hawk develops feelings for Georgia, who is torn between her loyalty to Coop and Hawk's supportive nature, he must navigate his renewed life while trying to protect Georgia and Spike from the city's growing turmoil.
