Eccentric 70-year-old widow Mrs. Henderson purchases the Windmill Theatre in London as a post-widowhood hobby. She hires irascible theatre manager Vivian Van Damm to run it. To keep audiences coming, they start an innovative continuous variety review, which is copied by other theaters. However, they soon begin to lose money. Mrs. Henderson suggests adding female nudity similar to the Moulin Rouge in Paris to boost sales. Despite initial resistance from Van Damm and the performers, the shows become a success. When the Blitz hits London during World War II, the company bravely keeps the theater active.
