In the near future United States, ruled by fascist methods after a second civil war, Steel Harbor is one of the last free zones and home to Barb Wire (Pamela Anderson), owner of the Hammerhead nightclub and bounty hunter. When scientist Cora Devonshire wanders into her club, she's unwittingly drawn into a government conspiracy involving biological weapons. Barb's old flame Axel Hood, now married to Cora, arrives seeking help to flee to Canada. This reunites Barb with Axel, putting her in the middle of high political drama and forcing her to take sides for the first time.

Barb Wire is a 1996 action film directed by David Hogan. Set in the dystopian future after a second American Civil War, it follows the titular character Barb Wire (Pamela Anderson), who moonlights as a bounty hunter while running her nightclub in Steel Harbor, one of the last free zones.
